There are no real rules when posting a topic but the following may help you.
Remember this expression - "PAF" which stands for Purpose, Audience, Form. WHY, WHO and HOW.
Choose the right section to post it, think carefully about that because some people aren't interested in certain aspects of computing and may be put off.
Polls - Make sure you provide plenty of choice and start a reasonable debate/discussion NOT a feud. We all like to say what we feel, so think how deep you want your Poll to go and your audience.
Topics - Be you and make it an all around chat, everyone can reply! If you want it to catch people's eye and make them think 'hey i wanna read that' you've got to choose a good title and make sure you describe exactly what your thinking, otherwise you may end up with a lot of confused people asking what you mean.
Something new, like a Beta or Program is always cool to read about. If you see it on a news site, why not paraphrase in your own words and possibly even offer screenshots. This means that people don't have to install it to see they hate it and uninstall and also provides more insight than your typed descriptions can.
Share what you thought about it (and why), this enables the person afterwards to really get into the discussion.
I hope this helps you all
Some good sites for you to paraphase news from in your own words thus creating a topic/poll are below.

Most importantly, HAVE FUN! - make friends and keep the community close, don't be afraid to PM people and get to know them personally on the site.
