windows Firewall inactive

Dear ALL
The firewall in my windows XP professional and one of my server(RADIUS) server of windows server 2003 is inactive. I want to make some setups but it is inactive. How can I make it active? so that i can do the setting up. Note I have disabled Routing and remote access and there is no policy set in the DC for this firewall purpose. PlZ help How can i make it active for setting up?

Make sure 'Windows Firewall/ICS' is set to 'Auto' in Services and not disabled, also the same with RPC (Remote Procedure Call).

Right click your network connection and select 'Change Windows Firewall Settings', select to 'On'.
