This is a tweak that lets you disable UAP (User Account Protection) / UAC (User Account Control) in Windows Vista RTM.
This tweak will also get rid of the Vista Security Center icon that is displayed in the system tray after disabling this service.

Part I: Disable UAC/UAP

a) Click Start>Run, and type "msconfig" without quotes.
b) Now go to the Tools tab.
c) Find "Disable UAC" and click "Launch".
d) Reboot, and you're done.

Part II: Remove annoying Security Center icon

a) Click on the icon and the Security Center will open.
b) Find "Change the way Security Center notifies me"
c) Set to the third option: "Don't display alerts/tray icon"
d) You're completely done now.
