i have been seeing this issue mentioned regarding non WHQL drivers (not just Nvidia). i found this fix (haven't rebooted yet), which seems to do the trick:

1] in run, type "services.msc".
2] find the "SLUnotify" service, and stop it.
3] find "Software Licensing" service, and stop it.
4] restart the Software Licensing service, and set it to automatic (if not already).
5] restart the SLUnotify service, and also set it to automatic.

This doesn't apply for the beta drivers though I am guessing? Maybe it doesn't happen to all people also, just curious cause I didn't even see them listed.
